Need Help? What to Ask a Procurement Planning Consultant

Where do I start?

When in the beginning stages of your procurement efforts, there are four key steps to consider:

  1. Establish your vision.
  2. Identify guiding principles.
  3. Conduct alternative analysis.
  4. Define your outcomes.

How do I make sure I get the right vendor?

Many states do not realize that they have multiple options for contracting with vendors. When developing your procurement strategy, consider the available contract options within your state. Some options may allow for negotiation during the competitive evaluation process instead of waiting until the end. This is a tool that is useful when the services require innovation and may not be a standard set of services. Evaluate the pros and cons of each to find the solution that best meets your requirements and timeline.

How do I write the solicitation to make sure I get the right solution, vendor, or service?

When creating requirements, you must balance being too specific and establishing clear priorities. Prioritizing your requirements to differentiate those that must be implemented a particular way versus those that can be open for innovation from the vendor. Continually analyze your options throughout during the procurement development stage rather than waiting until the proposal vetting process is already in motion. This will provide a more straightforward path forward.

How do I know what's out there? How much does it cost?

Start by gathering contract costs. This will enable you to standardize the data and help you make informed decisions. Additionally, ensure to factor in inflation, as it impacts contract pricing.

How do I navigate succession planning to help maintain knowledge and continuity?

Being aware of your organization's history is necessary for future success. Three ways to aid in succession planning include:

  1. Review and re-evaluate requirements documentation regularly.
  2. Help the team understand the decision rationale.
  3. Maintain awareness of the organization's history.
